As chaos engulfs American cities with violent anti-ICE riots, disturbing evidence is piling up that many of the most aggressive demonstrators aren’t just “concerned citizens”—they’re being paid, organized, and equipped by shadowy benefactors with deep pockets and radical agendas.
That’s the bombshell warning from Adam Swart, CEO of Crowds on Demand—a California-based firm with a front-row seat to America’s protest industry.
The Money Trail Behind the Mayhem
“People have no idea how sophisticated this has become,” Swart told Fox News Digital in an exclusive interview.
“There are massive budgets behind some of these protest operations, and the anti-ICE riots are just the latest example. We get approached all the time by groups wanting to hire professional demonstrators for nearly every cause you can imagine. The difference now is the sheer speed and scale at which these paid agitators are deployed.”
Swart, who founded Crowds on Demand in 2012 to “change the game” in advocacy, says his company routinely rejects high-budget offers from clients seeking to fund illegal activities. But that doesn’t stop others in the industry. “These teams are on standby, ready to deploy within minutes thanks to encrypted apps and advanced geolocation,” he explained. “Real grassroots activists simply don’t move that fast.”
Telltale Signs: Tactical Gear, Flash Mobs, and Luxury Hotels
According to Swart, the signs of a funded riot are impossible to miss—if you know what to look for.
“Just follow the tactical gear,” Swart said bluntly. “No volunteer group is handing out hundreds of sets of expensive riot equipment overnight. If you see matching tactical uniforms, high-end communication tools, and leaders holed up in boutique hotels while ‘awaiting trial,’ you’re not dealing with regular protesters. Someone with serious money is pulling the strings.”
Sources close to law enforcement have confirmed that informants inside ICE may be tipping off activist groups, allowing them to flood raid sites with paid demonstrators in record time. “I find it hard to believe that hundreds of people can appear at a secret ICE location within ten minutes unless they’re on a payroll and someone on the inside is feeding them information,” Swart said.
But the compensation doesn’t always come as a direct payment. “They’re clever. Instead of cash, they offer lavish legal defense packages and luxury accommodations to those who cross the line,” Swart revealed. “It’s a way to reward illegal behavior without leaving a paper trail.”
Political Leaders Blasted for Weak Response
The escalating violence is also reigniting criticism of Democrat leaders in California. “Let’s be clear—blocking streets, hurling Molotov cocktails, and putting law-abiding families at risk isn’t ‘peaceful protest,’” Swart said. “It’s chaos. It’s crime. And it’s making it impossible for anyone to take legitimate concerns about border policy seriously.”
Swart did not hold back on California’s top officials. “Gavin Newsom and Karen Bass have let this city descend into lawlessness. Arresting violent offenders is pointless if they’re back out on the street hours later. Until California is willing to hand down real penalties for real crimes, these riots will keep coming.”
Washington Turns Up the Heat: GOP Launches Investigation
Republican lawmakers are taking action. Senator Josh Hawley (R-MO) has launched a federal probe into what he calls the “highly coordinated and well-funded” riots rocking Los Angeles. “This violence isn’t spontaneous,” Hawley declared. “We’re going to get answers about who is funding these radical disruptions.”
In a letter to the Coalition for Humane Immigrant Rights (CHIRLA), Hawley demanded a halt to any “logistical support or financial resources” for illegal activity. “Let me be clear: bankrolling civil unrest is not protected speech. It is aiding and abetting criminal conduct,” Hawley stated.
Foreign Interests? Billionaires and International Plots Suspected
Swart believes it’s not just wealthy progressive activists bankrolling the violence, but potentially foreign actors looking to sow division in America. “There’s no logical reason for billionaires to want burning cars in American streets unless they stand to benefit, financially or politically,” he warned. “We need to dig deep—who’s paying for the tactical gear? Who’s buying the Molotov cocktails? If there’s a foreign connection, Americans deserve to know.”
The Real Victims: American Families
Meanwhile, ordinary citizens are left to pick up the pieces. “Families are caught in the crossfire, single moms can’t get to work, and children are exposed to chaos in their own neighborhoods—all because elected officials refuse to stand up for law and order,” Swart concluded.
One thing is clear: as evidence of paid agitators mounts, the calls for accountability—and consequences—are only getting louder.
